I want to use a micro line mixer for a stereo system. I run a split box into the mixer.
I take a buffer out from that split box to send a dry signal for the wet effects (Timeline and Halo delay). Then, I run the stereo out from the effects into the mixer's wet inputs (Wet 1, Wet 2), and the mixer's output goes to the power amp (FX loop return) using a Y-cable. However, one side of the amp only outputs the wet signal.

Why is this happening?"
 
I assume you are connecting a 1/4" TS split from your split box to the DRY IN on the Micro Line Mixer. If so and you are having this issue, open the Micro Line Mixer and make sure that the internal jumpers are set for MONO.

If you are connecting a 1/4" TS split from your split box to WET 3 on the Micro Line Mixer, then that explains why one side at the output doesn't have dry. The WET inputs on the Micro Line Mixer must have a TRS connection to ensure the output has a signal from both TIP and RING (left and right) of the WET inputs.

Make sure your cables are properly wired. Believe it or not, this is the most common reason for issues with our Mixer, and I am not sure why.

I think the reason one side of the MIX OUT only has the wet signal (and no dry signal) is that the MICRO LINE MIXER may be defective, because another new unit works correctly.

Today, I have another question.

If the DRY INPUT is used as a stereo input (from a chorus pedal), I understand that the internal jumper should be set to STEREO.
The BUFFER OUTPUT is set to MONO (internal jumper set to MONO) and goes to my custom interface, where the dry signal is split into two outputs.

The two dry outputs are sent to my wet effects (TimeLine and Keeley Halo), and the stereo outputs from those effects are connected to the stereo WET INPUTS of the MICRO LINE MIXER.

In this configuration, is it possible for the MIX OUTPUT of the MICRO LINE MIXER to output a stereo signal?
 
Yes, the MIX OUTPUT will provide a stereo mixed signal containing:

L / R from the TimeLine
L / R from the Keeley Halo
L / R from the Chorus (which feeds the DRY INPUT with a stereo signal)
